Florida has expanded its address-confidentiality program to include victims of dating violence. Chapter 2026-91, approved May 22, 2026, amends several provisions governing the Attorney General’s program and states an effective date of July 1, 2026. The law also directs a feasibility study of a proposed 911 alert system; it does not itself establish that system.

The program permits an eligible applicant to seek an address designated by the Attorney General for use as a substitute mailing address. The act adds dating violence to the program’s legislative findings and to the sworn statement required for an application. The application provision continues to include adults, parents or guardians applying on behalf of minors, and guardians acting for persons adjudicated incapacitated, subject to its stated conditions and funding qualification.

The act defines dating violence for this program by reference to specified acts or threats committed by someone with a continuing and significant romantic or intimate relationship, as determined by factors in section 784.046(1)(d). The definition applies whether or not the acts or threats were reported to law enforcement. The act also adds dating violence to provisions concerning agencies designated to assist applicants and information furnished to victims about the program.

A separate section directs the Division of Telecommunications to consult service providers, public safety answering points and public safety agencies about a possible web-based 911 alert system. The statute specifies capabilities for the study and calls for a report to legislative leaders by January 31, 2027. A feasibility study is not the same as deployment or a finding that a particular system is operational.

The act also makes a conforming change to a separate provision concerning the public-records exemption for victims of stalking. Readers should consult the applicable statutes and program requirements for an individual application.
